Riddler/Two Face sketch

Still in varying degrees of sketchiness. I added in Harley and Ivy a few minutes ago to fill a space, which is why they look bad. I'll fix it. I'm wondering if there is something I should improve. The general idea of what these two look like is what is puzzling me. Like, what colors should I use. Like what color should I make Edward's hair (brown or black) and his shirt (black or white). And I am thinking of making Harv's suit red and black. If anyone has any suggestions that could positively influence this picture, i'd be happy to hear them.
